Zeon has always produced superior mobile suits that perform really well in space warfare. When the battle is getting closer to the surface of the Earth they have to adapt as the Zaku II does not perform well on the ground operations. To solve this the Zeon introduces their ground unit mobile suits - the MS07B Gouf, and later on the MS-09B Dom. Having the Gouf as the prototype ground unit, the Zeon developed it further and mass-produced the Doms as its main ground unit. Compared to the previous Zeon's mobile suits, the Doms are heavier, faster (on the ground) with high firepower that surpasses the Zakus. The secret recipe of its fast movement on Earth's ground is the huge thruster on its leg that makes it looks like a mobile suit with bell-bottom pant. This allows it to hover at high speed over the ground surface. With its combined offensive and defensive power, the Doms was supposedly the Zeon chess piece to defeat the feds in their home ground, the Earth itself. 

However, in a turn of events, the Feds launched an attack first on Zeon forces and surprisingly won the Battle of Odesa. That will mark the first downfall of the Zeons which were later forced to retreat to space, making the ground unit production to a halt. A new variant of Dom is then developed for space combat - the MS09R Rick Dom, which will become the primary Zeon forces mobile suits that replaced the Zaku II.
