The Antarctic Treaty is a wartime treaty signed between the Earth Federation and the Principality of Zeon on January 31, U.C 0079, at a special meeting place at an Antarctic research station. The Treaty's term focuses on three things: 1) the prohibition of NBC (nuclear, biological, or chemical) weapons, 2) the prohibition of attacking neutral zones, and 3) the fair treatment of the POW (prisoner of war).

The Delaz Fleet justifies the capture of Gundam "Physalis" as proof that the Earth Federation violates the Antarctic Treaty and thus declares war against the Federation. However, the Feds dismissed this threat and continued with their Naval Review at Solomon to show off strength, where numerous battleships were gathered without any mobile suits protecting the fleet (whose brilliant idea is that?). 

To punish the Feds for their supposed hypocrisy, the Delaz Fleet launched Anavel Gato in his Gundam Physalis and attacked the Naval Review with an atomic bomb. The Feds' arrogance is a fatal mistake as two-thirds of their fleet perished in this attack.
