The Delaz Fleet is the remnant of the Zeon Army that declared war against the Earth Federation in the year 0083, three years after the end of the One-Year War. During the Battle of A Baoa Qu, upon the assassination of Gihren Zabi, the Delaz Fleet commander ordered his troops to flee the battlefield just before the collapse of the space fortress. 

Being on the run and fighting against the Federation with their guerilla tactics, the Fleet was in desperate need of mobile suits to enlarge their forces. Lack of resources prompted them to develop the mass-produced mobile suit, the MS-21C Dra-C. If you are wondering why the mobile suit looks weird, it's because it's a mash-up of parts from Zaku II F2 Type and the fighter-bomber, Gattle. The parts are either salvaged from damaged machines or old inventory.

The result is a high-speed assault space mobile suit utilized for patrolling, reconnaissance, and sabotage missions. The machine's leg was replaced with two propeller tanks instead, making it capable of high-speed straight-line acceleration. But the lack of legs also makes the unit less manoeuvrable and lacks mobility. However, the fewer parts that a mobile suit has means fewer components to maintain and repair, thus making it a cost-effective war machine.
